Bukit Sembawang Estates has struck a conditional S$196 million deal to acquire the Kallang Distripark site. The agreement to purchase the 548,959 square foot industrial plot from Tropical Warehousing marks a strategic shift for the developer into a major non-landed residential project.

Bukit Sembawang stated the move is aimed at "complementing its established landed residential developments with a sizeable non-landed residential project." The proposed acquisition, representing 11.74 percent of the group's net tangible assets, requires shareholder approval. Companies with ties to the Lee family, including Lee Rubber, will abstain from the vote.

Site Location and Zoning Context

The site spans 51,000 square metres in central Kallang, positioned between the Kallang River and Pelton Canal. It lies roughly five kilometres from Singapore's city centre. Zoned for housing since 2003, the plot carries a ratio of 3. This permits a maximum gross floor area of 74,707 square metres for redevelopment.

The Urban Redevelopment Authority has reportedly been in discussions about potentially retaining one warehouse as a heritage feature within a future park on the land.

Development Plans and Density

This acquisition is a key step in the broader redevelopment of the entire 1.4 million square foot Kallang Distripark area. Across the full site, the potential exists to accommodate more than 2,500 private homes.

Financial and Valuation Context

The total expected land cost, including lease upgrading premiums and betterment charges, is estimated at S$1 billion. This works out to an outlay of S$1,256 per square foot of accommodation. Analysts note this price represents a discount to recent comparable transactions in the region.

Newmark Head of Research Wong Shanting said the land cost is 11% below the Kallang Close site winning bid of $1,415 per square foot per plot ratio. He also noted it is 14% below the rate for the Tanjong Rhu Road site, which was $1,455 per square foot per plot ratio.

Comparison SitePrice (psf ppr)Variance from Kallang Deal
Kallang Close$1,41511% higher
Tanjong Rhu Road$1,45514% higher
Lentor Central (awarded March)$1,2781.7% higher

Regulatory and Shareholder Approval

The transaction remains conditional on multiple approvals. These include shareholder consent, planning permission from the URA, and in-principle approval from the Singapore Land Authority for a new 99-year lease. All conditions must be satisfied within a six-month period. The deal's fate now hinges on these pending clearances.
