Singapore Launches Tenders for Marina South and Orchard Road Sites Yielding 500 Homes
The Urban Redevelopment Authority (URA) has launched tenders for two sites in Singapore, one in Marina South and the other near Orchard Road, with potential to yield a combined 500 homes.

Singapore's Urban Redevelopment Authority (URA) has launched tenders for two sites in the city-state, offering developers smaller-scale entry opportunities to prime districts.
The Marina Gardens Lane plot, located opposite Gardens by the Bay, can provide 390 homes and 1,615 square feet of ground-floor commercial space. The Orchard Boulevard parcel, at the junction with Tomlinson Road, is zoned for 110 residences.
The 99-year leasehold sites form part of the 4,745 homes on the confirmed list of the second-half Government Land Sales programme.
### Appetite Test
The tenders for the Marina Gardens Lane and Orchard Boulevard sites will test land appetite in the city-state. PropNex views the new plot's position across from Gardens by the Bay and within walking distance of the upcoming Marina South MRT station as key draws, together with its proximity to Marina Bay Financial Centre, the central business district and Marina Bay Sands.

PropNex expects Marina Gardens Lane to attract four to six bids at S$1,550 to S$1,650 per square foot of potential built area, implying a land price of S$561 million to S$598 million. The local agency forecasts four to five bids for Orchard Boulevard at S$1,950 to S$2,050 per square foot, or S$202.1 million to S$212.4 million.
### Retail Belt Bargain
The Orchard Boulevard site lies roughly five minutes' walk from Orchard Boulevard MRT station in the Orchard Road retail belt. It is one of only two sites in the Core Central Region on the second-half confirmed list, alongside a Holland Plain parcel.
At the top end of PropNex's forecast, the Orchard Boulevard land price would broadly match the S$212.2 million that City Developments Ltd paid for the nearby Handy Road site in 2018, potentially making it one of the lowest-quantum prime government plots in eight years.
Nearby UpperHouse at Orchard Boulevard has sold 82 percent of its 301 homes at an average S$3,400 per square foot since launching in July 2025, providing another demand signal for bidders.
### Measured Growth
The tenders arrive as Singapore's private home prices rose 1.4 percent in the first half, easing from 1.8 percent a year earlier, while transactions fell 6.7 percent to 11,561 homes and developer sales declined 9.4 percent to 4,154 units amid a 22.2 percent drop in new launches.
The URA has continued to push more housing sites onto the market to maintain housing affordability, with the agency's confirmed list of tenders for the second half of this year comprising eight private residential sites and one white site, which can serve a range of uses.
The tenders for the Marina Gardens Lane and Orchard Boulevard sites will close at 12pm on 15 October and 29 October respectively, the URA said.
